Garner began as a railroad "wood and water" stop on the North Carolina Railroad before 1870. By the late 1800s a depot and small commercial core had formed. The community was known as Garner's Station and later incorporated as the Town of Garner.

Downtown developed along Main Street with brick commercial buildings, a depot, churches, and nearby homes. In the early 1950s, U.S. 70 was widened and rerouted to bypass the historic core, shifting some commerce outward — a pattern common across small Southern towns. The Downtown Garner Historic District was later listed on the National Register of Historic Places.
